## Why wait is rated High

Waiting is a form of execution—it runs an operation (sleep/delay) whose effects depend on the argument (duration in milliseconds). While the blast radius of misuse is low (worst case: unnecessary delays in automation), it still constitutes execution of a control action on the device.
