Idempotently add an ordered set of ${REACTION_LIMITS.addSetEmojisMinimum}-${REACTION_LIMITS.addSetEmojis} unique verified-bot reactions to one exact message in an explicitly allowlisted Discord channel. Validates the complete set before writing, stops at the first failure, and can be safely retried with the identical order.
