Replace the complete plain-text content of one exact non-webhook message owned by the verified bot in an explicitly allowlisted Discord channel. Notifications are suppressed by default. Exact visibly mentioned users may be authorized by the configured allowlist or, only in reviewed mode, a conditional signed confirmation bound to the exact message and replacement content digest.
