## Example call (MCP tools/call, JSON-RPC 2.0)

```json
{
  "jsonrpc": "2.0",
  "id": 1,
  "method": "tools/call",
  "params": {
    "name": "browser_attach",
    "arguments": {}
  }
}
```

## Why browser_attach is rated High

Attaching to a Chrome session via CDP grants full programmatic control over the browser — enabling arbitrary JavaScript execution, DOM manipulation, network interception, credential harvesting, and navigation. This is an Execute-class capability with high blast radius because an AI agent could silently interact with any open tab, exfiltrate data, or perform actions on behalf of the user within authenticated sessions.

From the tool's own definition: "Attach to an existing Chrome browser session via Chrome DevTools Protocol"

## Use case

AI agents invoke browser_attach to trigger actions in CoWork OS. What it does depends on the arguments the agent supplies, and its effects often reach beyond the immediate call: builds kicked off, notifications sent, workflows started.

## Recommended policy (PolicyLayer)

Verdict: **Rate-limited**. Enforced by the PolicyLayer MCP gateway (https://policylayer.com/mcp-gateway) before a call reaches CoWork OS:

```json
{
  "version": "1",
  "default": "deny",
  "tools": {
    "browser_attach": {
      "limits": [
        {
          "counter": "browser_attach_rate",
          "window": "minute",
          "max": 10,
          "scope": "grant"
        }
      ]
    }
  }
}
```
