## Example call (MCP tools/call, JSON-RPC 2.0)

```json
{
  "jsonrpc": "2.0",
  "id": 1,
  "method": "tools/call",
  "params": {
    "name": "createApplicationRole",
    "arguments": {}
  }
}
```

## Why createApplicationRole is rated Medium

This tool creates (writes) a new role entity within an application, which modifies application configuration and access control settings reversibly. While not destructive, it affects authorization policy and could be misused to grant unintended permissions if an AI agent is compromised or receives malicious instructions.

From the tool's own definition: "Creates a new role for an application. You must specify the Id of the application you are creating the role for."

## Use case

AI agents use createApplicationRole to create or update resources in Fusionauth, usually the action step of a workflow, after the agent has gathered context. Every call changes real data in your Fusionauth environment.

## Recommended policy (PolicyLayer)

Verdict: **Rate-limited**. Enforced by the PolicyLayer MCP gateway (https://policylayer.com/mcp-gateway) before a call reaches Fusionauth:

```json
{
  "version": "1",
  "default": "deny",
  "tools": {
    "createApplicationRole": {
      "limits": [
        {
          "counter": "createapplicationrole_rate",
          "window": "minute",
          "max": 30,
          "scope": "grant"
        }
      ]
    }
  }
}
```
