## Example call (MCP tools/call, JSON-RPC 2.0)

```json
{
  "jsonrpc": "2.0",
  "id": 1,
  "method": "tools/call",
  "params": {
    "name": "repo-clone",
    "arguments": {}
  }
}
```

## Why repo-clone is rated High

Cloning a repository initiates an external network operation and writes data to the filesystem. While it can be undone by deleting the cloned directory, the primary action is executing an external command (git clone) with side effects that go beyond a simple write. An AI agent could misuse this to pull malicious code or fill disk space.

From the tool's own definition: "Clones a GitHub repository — triggers an external operation (network fetch + filesystem write) that depends on the repository argument supplied."

## Use case

AI agents invoke repo-clone to trigger actions in Build. What it does depends on the arguments the agent supplies, and its effects often reach beyond the immediate call: builds kicked off, notifications sent, workflows started.

## Recommended policy (PolicyLayer)

Verdict: **Rate-limited**. Enforced by the PolicyLayer MCP gateway (https://policylayer.com/mcp-gateway) before a call reaches Build:

```json
{
  "version": "1",
  "default": "deny",
  "tools": {
    "repo-clone": {
      "limits": [
        {
          "counter": "repo-clone_rate",
          "window": "minute",
          "max": 10,
          "scope": "grant"
        }
      ]
    }
  }
}
```
