## Why rebase is rated High

A rebase rewrites commit history by replaying commits on top of a target branch. This is an operation that executes a potentially complex Git workflow with significant side effects (rewriting commit history). While it can be aborted, the rebase itself can cause force-push scenarios downstream and is not a simple write — it modifies commit SHAs and can destructively alter history if combined with force-push.
