## Example call (MCP tools/call, JSON-RPC 2.0)

```json
{
  "jsonrpc": "2.0",
  "id": 1,
  "method": "tools/call",
  "params": {
    "name": "pr-merge",
    "arguments": {}
  }
}
```

## Why pr-merge is rated Medium

Merging a pull request creates/modifies the repository history and main branch code. This is a Write operation rather than Destructive because the change can be reverted (via revert commits), though in practice it's difficult to undo. It's not Destructive because it doesn't permanently erase data.

From the tool's own definition: "Tool 'Merges a pull request' - modifying repository state by accepting and integrating code changes. This is a reversible write operation (merge can technically be reverted via revert commits, though not easily undone)."

## Use case

AI agents use pr-merge to create or update resources in Npm, usually the action step of a workflow, after the agent has gathered context. Every call changes real data in your Npm environment.

## Recommended policy (PolicyLayer)

Verdict: **Rate-limited**. Enforced by the PolicyLayer MCP gateway (https://policylayer.com/mcp-gateway) before a call reaches Npm:

```json
{
  "version": "1",
  "default": "deny",
  "tools": {
    "pr-merge": {
      "limits": [
        {
          "counter": "pr-merge_rate",
          "window": "minute",
          "max": 30,
          "scope": "grant"
        }
      ]
    }
  }
}
```
