For the catalog items themselves use snow_create_catalog_item; for ordering an existing item use snow_order_catalog_item. Returns: created or queried records with sys_id, name, and the relevant references (sc_catalogs, category, table_name). Junction inserts return the sc_cat_item_category link sys_id so it can be removed later.
