Write operations (agon_gateway_complete_siwx, agon_token_resolve) modify state. Without rate limits, an agent can make hundreds of changes in seconds — faster than any human can review or revert.
Execute tools (agon_gateway_auth_call, agon_gateway_call_with_headers) trigger processes with side effects. Builds, notifications, workflows — all fired without throttling.
